sounds like you might have the screws screwed in too far. the head of the screw should be backed off the bracket to expose only as much of the screw shaft as the thickness of the mounting plate on the back of the towel bar. That way the screw head holds the towel bar. Also make sure the towel bar is not upside down. the smaller part of the hole should be up so that when you slide it down, it grabs the screw.
